    1999年，外经贸委不断探索外经贸企业改革的路子。部分公司进一步完善承
包经营责任制，部分公司组织实施了兼并联合，个别企业实行了破产。外贸实业
集团的改制在年底已完成，还有一部分企业正在酝酿着进行托管经营、股份制和
股份合作制改造。进出口公司、轻化进出口公司等企业改制工作已进入操作阶段。
调整充实了轻化、纺织、抽纱、包装公司的领导班子。
