    1999年， 全市有37个粮管所进行了试点，共建立农村粮食服务社167个，直
接和间接分流职工400多人， 较好地体现了“转岗不下岗，分流不外流”的指导
思想。市财政专门拨款50多万元，为试点企业购置了配送服务车，帮助服务社开
拓农村市场。通过兴办农村粮食服务社，促进了粮食经营企业加工项目的恢复和
发展，带动了“两代一换”业务总量的提高。全市通过农村粮食服务社和经营网
点，代农储粮16.18万吨、代农加工23.88万吨、品种兑换16.2万吨。昌邑、寿光、
诸城、寒亭四市区代农储粮14.19万吨，占全市总量的85％。
