    1999年，建筑业主管部门强化了资质管理的宏观调控作用。资质年检中，有
48家企业被注销资质证书，15家企业被降低资质等级，29家企业被责令限期整改，
占当年企业总数的19%。 同时，按照市场经济和社会化大生产的要求，引导中小
型土建企业向专业化和劳务类企业转化，初步形成了“综合总包、专业承包、劳
务分包”三大层次的工程建设组织体系。
