    为深入实施“民心工程” ，深化社会服务承诺制度，1999年6月16日，市建
委开通了自来水、 煤气、热力、市政、公交、环卫6条“100”便民服务热线。6
条热线实行24小时值班备勤制度，随时受理市民的咨询、投诉及抢险抢修等服务，
并配有微机、抢修车辆等设施，实现了高效、快捷、优质的服务。
