    1999年4月1日起，全市实施建筑工程勘察设计合同、勘察设计成果审查制度，
并纳入了基本建设管理程序。市直和各县市均成立了专门机构负责审查工作，重
点是建设工程的政策性审查和技术性审查。 当年共审查工程勘察214项、工程设
计586项，审查设计总面积189.4万平方米，有55套施工图因不合格而责成返工，
累计消除质量隐患652条。全年完成施工图设计面积336万平方米，完成设计投资
23.4亿元，实现勘察设计收入2711万元。共创市级优秀工程勘察设计一等奖3项、
二等奖5项、三等奖7项、表扬奖5项。
