    1996年，市气象局局长赵学业关于《发展农业应重视利用气象信息减灾防灾》
的提案得到市政府的充分肯定。市政府拨款95万元用于气象测报现代化建设, 包
括气象卫星综合应用业务系统和更新711天气雷达,完善了市气象台微机局域网络。
各县市区在原有基础上又投资3万-5万元更新设备，提高了气象监测、预测水平。
购置人工增雨防雹高炮31门，新增炮点34个，人工增雨防雹火力网规模化。利用
卫星遥感技术，开展了冬小麦苗情信息服务，用卫星监测的绿度值来反映冬小麦
的苗情。
