    根据国务院172号令发布的《破坏性地震应急条例》 精神，潍坊市结合实际
对1992年制定的《潍坊市破坏性地震应急反应预案》 进行了修订，并于1996年4
月以潍政发［1996］27号文件发布实施。《预案》按照各部门、各单位的职能共
制定了22个应急分案，对震后抢险救灾、治安保卫、火灾消防、医疗救护、水电
供应、交通恢复、灾害评估、信息通讯、物资供应等诸方面，分别作出了较为详
尽的部署，为最大限度地减轻地震灾害损失创造了条件。
