    1996年2月5日， 国务院办公厅［1996］2号文件确定了全国21个地震重点监
视防御区，山东半岛的潍坊至烟台地区为其中之一，成为今后一段时期 (10年或
更长一段时间) 相对稳定的防震减灾重点地区和实现全国防震减灾十年目标的战
略区。同时判定了全国12个地震重点危险区，渤海及其沿岸地区被划为其中之一。
1996年潍坊地区共发生Ml≥2.0级地震23次，一些地震观测手段出现异常。
