    1996年，全市把推行工程建设招投标作为规范建筑市场的主要措施来抓，对
具备条件的工程项目都进行了招标发包,按个数和面积计算分别达到92％和94％，
比上年提高了35个和29个百分点。其中市直建筑工程招标投标率按个数和面积计
算均达到了100％，比上年提高了3个和7个百分点。
