    1996年，根据建设部第48号令《建筑业企业资质管理规定》和《建筑业企业
资质等级标准》，对全市市政建设施工企业进行了资质审查和资质证书换发工作。
至年底，全市有28家企业领取了省建委颁发的市政建设施工企业资质证书。其中
二级资质企业6家，三级资质企业19家，四级资质企业3家。
