    经省政府批准，1996年7月7日，潍坊市人民政府以潍政发［1996］58号文件
出台《潍坊市污水处理厂建设运行资金筹措意见》，规定：自1996年7月1日起，
在潍城区、奎文区、高新技术开发区范围内，凡使用市自来水厂供水和单位自备
水源供水的所有企事业单位、城市居民均缴纳污水处理厂建设费。企事业单位收
费标准按日排水量(按1995年平均日用水量八折计算) 每吨800元计收，居民按用
水量每吨0.30元计收。对建设运行中的建设维护费、环保治理基金、地方财政投
入也作了明确规定。 当年收取建设资金350万元，为潍坊市污水处理厂建设奠定
了稳定的资金基础。
