    1996年，全市水利工作以经济建设为中心，围绕抗旱治水和防洪除涝两条主
线，按照“大水利、大投入、大效益、大发展”的整体思路，不断加大水利改革
力度，突出抓好重点工程建设和“五大体系” (水利投资体系、水利价格和收费
体系、水利资产经营管理体系、水利法制体系、水利服务体系)建设，水利建设、
抗旱防汛、依法治水、水利科技、水利经济、库区移民等各方面工作都跃上了一
个新台阶，水利的基础产业地位更趋牢固。
