    按照市政府的统一部署， 全市上半年投工10万个，投资740万元，建立高标
准基本农田保护区1060.82万亩， 人均1.23亩，保护率为90.1％。其中一级基本
农田942.99万亩，占88.89％，二级基本农田117.83万亩，占11.11％。基本农田
保护期限统一确定到2010年，远期控制到2020年。基本农田保护区内的耕地全部
设立了保护标志，全市共埋设基本农田保护牌11023块，基本农田保护界桩37315
根，确定了9409名基本农田监护员，市、县、乡、村一直到农户层层签订保护责
任状，全市统一实行了《基本农田使用许可证》制度，强化了基本农田的保护和
管理。
