    山东省委、省政府决定从1996年开始根治污染严重的小清河。为配合搞好小
清河的治理工程，市计委按照市委、市政府的总体部署，起草了《小清河治理实
施意见》，制定了小清河治理筹资办法，分配下达了筹资任务。到1996年底，已
协调筹措资金2500万元，拨付工程款1700万元，保证了治理工程的顺利进行。
