    自1996年起，国家在棉花流通计划管理体制方面实行改革，改革后的棉花流
通计划管理体制的基本内容是：棉花流通实行在国家计划指导下的供需双方见面、
共同签订购销合同的形式。市计委按照这一改革精神，改变过去国家指令性计划
下的定点供应、定点使用的棉花流通计划管理形式，将市场竞争机制引入到棉花
流通中，使棉花市场逐步放开，促进了潍坊市棉花资源的合理流动。
