    根据国务院国发［1996］35号文件《关于固定资产投资项目试行资本金制度
的通知》精神，潍坊市开始对各类经营性固定资产投资项目试行资本金制度。其
基本内容是对各种经营性固定资产投资项目必须首先落实资本金后才能开工建设。
对此，市计委专门下发通知，要求各级、各部门今后申报或审批的经营性固定资
产投资项目，都必须按资本金制度的规定落实资本金。如果不能达到资本金制度
的要求，将不再批准项目开工建设。
