    1995年，潍坊市采取有力措施，积极贯彻落实《中国教育改革和发展纲要》
和全国、全省教育工作会议提出的关于抓紧扫除青壮年文盲，确保到2000年全国
基本扫除青壮年文盲的任务精神，继1993年诸城、寿光2市通过省政府扫盲验收，
1994年高密、 昌邑、潍城3市区通过省政府扫盲验收的基础上，坊子、寒亭、安
丘、 青州、昌乐、临朐6县市区顺利通过省、市两级政府的扫盲验收。全市累计
扫除青壮年文盲近17万人，  青壮年非盲率已由第四次人口普查时的95％提高到
99.6％，超出国家标准4.6个百分点。
