    1995年上半年，各县市区普遍落实潍坊市委、市政府出台的扶持重点镇建设
优惠政策， 将中共潍坊市委确定的11个重点镇党委书记和5个镇的镇长聘任为副
县级干部。在干部人事制度、财税管理、新上项目的建设等方面开始行使副县级
管理职能，其他融资、市场管理等方面的政策也开始逐步落实。
