    到1995年底，全市已有7793处乡镇企业完成不同形式的改制。其中对规模大、
效益好的544处企业， 按照《公司法》的要求，改制成有限责任公司或股份有限
公司；对4485处企业推行了股份合作制；有2608处企业实行了拍卖、租赁和兼并。
通过企业改制，吸收外部投资7.04亿元，盘活存量资产10.1亿元，增强了企业发
展活力。 诸城市177家乡镇办企业完成改制后，完善了决策机制、激励机制、监
督机制和发展机制，普遍建立了发展目标责任制，把产品开发、技改投入、职工
培训等发展指标量化，保证了集体资产保值增值。
