    1995年，全市渔政管理机构达到7处，“中国渔政”队伍发展到300人，渔政
管理船4艘。 年内，根据《中华人民共和国渔业法》和《山东省实施〈渔业法〉
办法》，结合潍坊实际，起草呈报了《潍坊市渔业管理办法》、《潍坊市浅海滩
涂养殖管理规定》 、 《潍坊市淡水渔业管理规定》等一系列规范性文件，其中
《潍坊市浅海滩涂养殖管理规定》经市政府第39次常务会议研究通过，于1995年
12月13日正式发布施行，这是潍坊市渔业史上制定出台的第一个规范性文件。
