    1995年，潍坊市农业局与职称改革办公室对全市在农村从事种植业、畜牧养
殖业、经营管理、水产养殖的农业技术人员进行了职称评定。获得技术职称的农
民技术人员共6134名， 其中高级技师329名，技师1597名，助理技师3087名，技
术员1121名。同时还实施“绿色证书”工程，即向农民发放技术资格证书。全市
12个县市区28个试点乡镇共培训农作物、园艺、植保、畜牧、农村经济管理、农
机等专业绿证学员6400多人，有1400人获得“绿色证书”。
