    推行了‘民主评议、竞争上岗、双向选择、优化组合、组织决定”的用人机
制。 6月份，市工商局通过采取“两评两推，两提两定，两选两定”的方法，对
局机关干部进行了调整交流。这次调整交流，共交流换岗人员42人，调整交流面
达51.1％。提拔使用了一批德才兼备的年轻干部，1名原中层副职干部、2名一般
工作人员落聘，增强了局机关的生机和活力。
