1951年参加工作。 1953年加入中国共产党。1951年2月任高密县银行文书；1954
年6月任高密县团委宣传部长； 1956年6月任高密县报社编辑；1958年9月任高密
县委办公室秘书；1960年3月任高密县委办公室副主任；1964年7月任昌潍地委办
公室秘书；1970年2月任昌潍地委写作组组长；1974年3月任昌潍地委农办副主任；
1976年2月任昌潍行署办公室副主任；1984年2月任潍坊市政府办公室主任；1984
年9月任潍坊市政府副秘书长； 1985年6月任潍坊市经济研究中心主任；1986年5
月任潍坊市经济研究中心党组书记； 1987年4月任潍坊市政府办公室主任、党组
副书记； 1988年1月任潍坊市政府秘书长； 1988年2月任潍坊市政府党组成员；
