月参加工作。1968年8月加入中国共产党。大专文化程度。1964年9月-1968年8月
在中共山东省委党校青训班学习； 1968年8月任寿光县台头公社郑埝小学、丰城
西北柴小学、裴领中学教师；1970年1月任寿光县丰城公社中学教师；1971年3月
在寿光县委办公室任秘书、 副主任、 县委农工部副部长、道口公社党委书记；
1983年8月任中共寿光县委副书记；1986年4月任中共寿光县委书记；1991年10月
任潍坊市副市长。
