    1993年以来，全区认真贯彻国务院《农民承担费用和劳务管理条例》，运用
与农民签订“承担费用和劳务合同”的形式，把减轻农民负担纳入法制化管理轨
道，取得了明显效果，受到全区农民的普遍欢迎，得到党中央、国务院领导和省、
市党委、政府的充分肯定。1993年，全区农民人均负担由上年的116元减为35.87
元，由占上年人均纯收入的12.2%降为3.12%，共计减负2435万元。1994年全区农
民人均负担为35.78元，占1993年农民人均纯收入的2.56%，人均负担与去年基本
持平，负担总额比去年减少5.93万元。
