    1991年以来，全市计划生育协会组织建设，按照“面向基层，注重实效，好
中求快，巩固提高”的方针，狠抓了协会组织的发展壮大工作。到1994年底，全
市12个县市区、 236处乡镇和所有行政村均建立了计划生育协会，企业协会组织
发展到675个， 全市会员总数达到82.3万人， 占全市总人口的10.5%，为开展好
“自我教育、自我服务、自我监督”为主要内容的“三自”服务活动，协助政府、
引导群众抓好计划生育做出了贡献。
