    1991年3月23日， 在全省地震工作会议上，宋法棠强调：“要积极推广潍坊
市地震办公室与地震台合署的经验，统一领导，理顺关系，发挥好现有地震队伍
的作用。各市地要积极创造条件，建立‘台办合一’的工作体制，在政府直接领
导下，充分发挥防震减灾政府职能作用”。潍坊市“台办合一”的做法，既有历
史渊源，也有创新和完善。实践证明，这一形式有利于贯彻防震减灾工作方针。
