    潍坊市针对市场经济新形势下潍坊建筑市场的现状，按照“先放开、后规范”的原
则，1993年市政府制定了《潍坊市工程建设施工招标投标管理暂行办法》，对市直21家
建设单位的43个工程实行招标投标，缩短了工期，降低了造价，保护了建设方、施工方
的合法权益，为企业创造了一个公平竞争的环境。
