    按照《中华人民共和国城市规划法》要求，潍坊市对城市规划区内各项建设统一实
施“一书两证”制度。即《建设项目选址意见书》、《建设用地规划许可证》、《建设
工程规划许可证》。对建设项目从立项、选址到竣工验收，实行全过程的规划管理。为
了保证各类规划的顺利实施，坚持规划权的集中统一管理和“规划一张图、审批一支笔、
建设一盘棋”的原则，按建设大城市的要求，对四区统一规划布局，组织建设。
