    按照国务院、中央军委、山东省政府关于人防资金筹集的政策规定，潍坊市积极开
展了人防建设资金筹集工作。1991-1994年，共筹集到“结建”(结合民用建筑修建防空
地下室) 工程易地建设费和人防工程义务劳动费1405万元，保证了“九二”人防工程
建设，并为以后新建工程奠定了资金基础。
