    2007年初，市委、市政府以加快经济社会发展和改善人民群众生活为出
发点，在广泛征求意见、充分论证的基础上，研究确定为民办11件实事和重
点建设11个项目。至年底，除重点建设项目中的“东营火车站改造”项目因
铁路尚未定线缓期建设外，其它全部达到或超额完成了年度任务。
