2020年，淄博市制定“人才金政37条”配套实施细则39个，出台柔性引才办法。举全市之力推进大学生招引“一号工程”，新引进大学生4.5万人，其中“双一流”高校毕业生1203人、同比增长222%。聚焦产业引进培养高层次领军人才，新增省级以上重点人才工程专家64人。创新“无形认证”政策兑现模式，发放“淄博精英卡”1803张、“淄博优秀企业家荣耀卡”185张、“人才贷”急需资金2.52亿元，建设产权型、租赁型人才公寓2490套，为企业选聘320余名“科技副总”。出台关心关爱疫情防控一线人才的十条措施，开展人才工作服务发展“四项专项行动”。
