    根据《宪法》 《地方组织法》 的规定和全国、省人大常委会的统一安排，2002年底至
2003年初县级以上各级人大进行换届选举。年内，成立市选举工作委员会并设立办公室，制
定换届选举工作的实施方案。 共选出区（县） 人大代表1767名， 市人大代表408名，截至
2003年1月19日，各区（县）都召开了换届后的第一次人民代表大会，选出了新一届区（县）
