    制定出台了《青岛市配套实施“双优工程”、“再就业工程”和“双困救助工程”
的试行意
见》, 并在全市全面推开。通过实施“双优工程”,推行富余职工《待岗证》制度,加
强富余职工管理, 大力开展行业、企业间余缺调剂,共剥离下岗富余职工6.53万人,已
分流安置3.48万人, 占下岗富余职工总数的53.3%。通过实施“再就业工程”,使7336
名失业职工实现了再就业,占有求职要求失业职工的50.4%。通过实施“双困救助工程”,
救助困难企业615户(次) ,困难职工21.71万人(次),困难职工家庭2633户(次),发放救
助金2384.37万元。
