    1995年,为解决市区沿街垃圾污染问题,市政府将撤销市南区、市北区主次干路的
垃圾方箱,推
行垃圾收集袋装化, 列为年内重点要办的11件实事之一。市政府投资300多万元,购置
了15部大型垃圾压缩车, 用于垃圾收集清运。市内4区共撤箱1102个,其中四方区全部
取消了叉车—垃圾方箱的清运方式。   全市垃圾袋装收集已从1994年的7万户发展到
1995年的22.36万户, 占全市居民的40%,其中登门到户有偿收集垃圾已从1994年的3万
户发展到1995年的15.36万户, 占全市居民户的31%。
