    在市政府领导的安排和调度下，运用刚刚建立的重大项目基金对一批关系全市发
展的重点项目有侧重地进行了支持。1995年，调度了一大部分资金支持西环海公路的
建设，为Ａ＆、纺织染料项目解决中方股本金。同时以向银行出具项目担保等形式，
为微波制品项目、子午线轮胎项目、晴纶纺纱及深加工和降钙素项目等承诺、融通了
数亿元的资金。
