    经省和青岛市验收，1993年达到了“基本普及九年制义务教育”和“基本扫除青
壮年文盲”的要求；职业技术教育不断发展，通过与德国赛德尔基金会合作，创办并
推广了“双元制”教育模式；大力发展成人教育，与大专院校和科研单位实行联合办
学，开设了20多个大专培训班；通过多种途径、多种形式对农民和职工进行培训20多
万人次，有2万多农民获得了“绿色证书”，广大生产者的科技文化素质普遍提高。
