    为了加强对优秀中青年干部的培养，为领导班子建设蓄备优秀人才，市委组织部
决定自1990年5月开始， 从市区和市直所属单位中抽调部分工作突出，具有较大发展
潜力和培养前途的优秀中青年干部到市直综合部门担任联络员。
    联络员要求从能够近期使用的市区，市直单位后备干部或担任正副处级和县级企
事业单位正副职一年以上、年龄一般不超过45岁的优秀中青年干部中选拔。联络员的
任期为一年， 锻炼结束后原则上回原单位工作。首批联络员共9名同志，分别来自市
内五区和部分市直单位。
