    1989年青岛市仍处于人口生育高峰年，控制人口增长的任务依然十分艰巨。根据
全省2%人口变动情况抽样调查和有关部门的调查统计，1989年青岛市全面完成了与省
政府签订的《1989年人口目标责任书》中的各项计划指标与工作要求，被中共山东省
委、山东省政府评为达标先进单位，并获得二等奖。据计划生育部门统计，1989年末，
全市总人口为657.16万人， 人口出生率为15.88‰，人口自然增长率为9.93‰，符合
政策生育率为98.62%，晚婚率为80.36%。
