    1989年，全市弱智教育有了较大进展。全市共有6所弱智儿童辅读学校（市内5区
各设一处辅读学校） 。在普通小学附设了242个弱智儿童辅读班（组），农村多数乡
镇在普通小学设立了辅读班，还有部分弱智儿童在普通小学随班就读。在校弱智学生
有2245名， 市内5区弱智儿童的入学率已达80%以上。 1989年4月， 市教育局下发了
《关于发展乡镇弱智教育的意见》，对农村弱智儿童随班就读等问题制定了有关规定。
胶州市被国家教委确定为全国农村弱智儿童随班就读实验点。盲教育、聋教育发展也
很快，盲生、聋哑生的入学率均已达70%以上。
