    10月30～31日举行。会议组织学习了中共十六届六中全会和省委八届十三次全会精神，审议了市
委常委会工作报告，审议通过了《中共青岛市委关于加快构建社会主义和谐社会的实施意见》，审议
通过了关于召开市第十次党代会的决议，并对贯彻落实中央、省委关于构建社会主义和谐社会精神，
做好当前和今后一个时期的各项工作以及组织筹备好市第十次党代会作了全面部署。
