    1988年， 青岛市全年共扶持贫困户11200户， 其中优抚对象1800户， 当年脱贫
8300户， 占扶持数的74.1%。五保工作有较大进展。到1988年底，全市新建乡镇敬老
院27处(其中21处在建)。乡镇敬老院总数已达141处。新建 村办敬老院41处，村敬老
院已达698处，集中供养五保对象4645人，占五保总数的29%。年内生市有45处乡镇对
五保对象的部分费用实行了以乡镇为单位的统筹供给。同时，在部分乡镇筹建以乡镇
敬老院为中心的五保服务机构。
