    小湛山拆迁改造工程，是市南区1988年的重点工程，也是青岛市首次大面积农村
住宅地改造工程。为了保证动迁工作的顺利进行，有关部门召开了各种形式座谈会，
走门串户走访谈心， 对重点户反复做思想工作，解除了群众的思想顾虑。自1988年1
月16日至3月17日两个月时间，顺利完成了221户居民的规划、设计、旧房估价、丈量
面积和搬迁工作。 在招标、投标过程中，先后与14个建筑公司接洽，确定9个技术力
量较强的施工队，承包9个楼座的施工任务。于5月份开工，年底第一期工程全部竣工。
221户拆迁户回迁新居。
