    1988年，青岛海关在充分发挥海关职能作用，促进外向型经济发展的同时，根据
本部门工作的特点，进一步加强了廉政建设，建立和完善规章制度，进一步充实廉政
建设的内容，加大措施，制定了廉政建设工作中的“十不准”，并以《把关服务，为
政清廉，青岛海关欢迎社会各界监督》为题，印发全省近千个单位。还通过新闻单位
公布于众，把海关廉政建设置于社会监督，取得了明显效果。1988年，青岛海关被中
共青岛市委、青岛市人民政府授予“文明单位”称号。
