    1988年，青岛市一轻局系统的横向经济联合与协作有新的发展。(1) 部分企业开
始重视组建企业集团，增强竞争能力。青岛食品厂已在省内各地建立了95个松散式分
厂； 青岛葡萄酒厂参加了山东、北京、河南、吉林等地5个同行业单位组建的“聚华
酒业集团公司”。(2) 科研部门由单纯技术转让、技术服务开始转向参与联营合资办
厂。局直属的青岛轻工研究所、青岛食品研究所分别与外地合资联办酒精厂、食品厂。
全年新签订联营协议78项，可安排劳动力4700人。
