    为贯彻实施中央提出的沿海经济发展战略， 中共平度县委、县政府一年来先后3
次召开了外经外贸工作会议，制定了发展外向型经济的规划和改革措施，使各级干部
解放了思想，开阔了思路，主动组织到外地考察学习，联系项目。为适应发展外向型
经济的需要，县政府制定了《关于鼓励发展外向型经济的暂行规定》，全面落实了外
贸承包责任制。 同时， 努力改善投资环境，广泛吸引外商投资，制定了一系列鼓励
“三来一补”业务，兴办“三资”企业、发展外向型经济的优惠政策。为适应对外开
放和发展外向型经济的需要，提高外经外贸干部的知识水平和业务能力，1988年，举
办培训班7期，培训业务骨干600人。
