作用不强，结构性矛盾仍然突出。2．外资的结构、质量有待提高。现代服务业利用外资比重偏低，
龙头项目、高新技术项目和产业集群项目不足，形成产业链的项目偏少，支柱产业领域外资质量不高。
3．园区综合优势尚需发挥。出口加工区和高新区的招商引资尚未形成规模效应，急需较大突破。
