    2005年7月，为充分收集民意、集中民智、问计于民、问策于民，充分调动全市市民共同推动青
岛市科学、和谐、可持续发展的积极性、创造性，市委办公厅、市政府办公厅等七部门联合组织举办
了2005年“‘我为青岛发展献计策’市民月”活动。该活动在市和区（市）两个层面同时开展，范围
从城市到农村、从市民到农民，突破了以往以市民为主、以城市内容为主的框框，使该活动的范围更
加广泛、全面。活动期间，共收到市民建议近2万条，其中市级12812条、各区市近7000条。
