    严格登记程序，船舶登记工作实施了受理与审批分离制度。按照新修订的《船舶最低安全配员规
则》 及时为船舶换发新版最低安全配员证书， 换发新版证书51份。加强对重点船舶的监管，开展了
“船体结构和船舶超载专项检查”、“全国沿海小型船舶专项整治”、“安全生产落实年”、“‘四
客一危’船舶专项检查”、“反‘三违’月”和“全国安全生产月”等活动。自7月开始，组织开展
为期3个月的《国际船舶与港口设施保安规则》集中检查活动，滞留3艘外国籍船舶。
