    年内，完成“H2000海关通关信息化管理系统”切换，并在青岛口岸通关现场平稳运行。推进查
验机制创新，制定《关于建立查验机制的指导意见》等9个文件，设立查验机构，规范作业流程；构
建查验绩效评估体系，定期对布控指令、查验结果和查验人员工作绩效等指标进行评估，增强查验工
作效能；全年查获率达8.4％，增长135％。初步完成青岛前湾港监管示范点建设，整合完善闸口物流
监控系统，实现了通关信息与物流信息的自动比对和印证。统一和规范关区通关监管作业，编制16万
字的《通关操作指引》，编写《监管业务实用手册》3卷。
